Looks like you need help setting up Skype with your Microsoft 365 or Office 365 subscription. You must have global admin permissions to set up Skype for Business. If you haven't upgraded your Skype for Business Online users yet, they will be automatically scheduled for an assisted upgrade. Skype for Business Online was retired on July 31, 2021.
